How can i add cuts at certin points in a video?

OK I want to make youtube videos,but I also want to have that cut in certin parts of the video how can i do that?

Recording Tools I have: A webcam with mic,A video camera (its a digital camera that can record video too)
Editing Software: Windows Movie maker
NOTE Im willing to download any movie editor aslong as its virus free and doesnt cost money.
